Personality Description:
Peeves' entire purpose in...death...is to amuse himself. He's a little old man trapped that way forever, and he's got a nasty sense of humor that comes out at every opportunity. A prankster at heart, Peeves is a master of finding those who could use...or not...a prank pulled on them.
Despite the fact that he likes pulling pranks, Peeves is loyal to Hogwarts, a fact which does make him considered to be a Hogwarts Ghost. He isn't loyal to any individual within the school, feeling that they will be gone sooner or later.
Peeves particularly doesn't like Filch, though why this is, Peeves would never admit to. Given a chance to pull a prank on the man, Peeves will always pull the prank and let the students get away. Its possible that in this instance, Peeves is reminded of someone who stopped his prankish ways early on in life.
The Bloody Baron frightens Peeves to no end. The only one who can truly control the poltergeist, Peeves listens when the disturbing ghost speaks. Peeves does, oddly, have some respect for the Headmaster, though at times it would seem that respect is very hard for Peeves to show. The professors do have some limited ability to get him to do what they want, but his only follows what they say to the letter, often finding loopholes and pulling pranks even on them.
Peeves has very little in the way of manners, and is known to behave quite rudely to those around him. Well, by human standards.

Like the other ghosts in the castle, he does glow a bit, making it a bit more obvious that he is not among the living. His coloring is more Technicolor, which is one of the reasons he appears a bit less then solid. He can become invisible at will, a trick that allows him no end of mischief.
Peeves has mischievous eyes, that are often thought to be dark and wicked by students who look at him. The students could be biased, by the pranks he's always pulling, but his eyes definitely give away his personality.
He does try to give his victims a sporting chance at times, wearing a bell covered hat, and a large orange bow tie. When he's in the mood to give his victims a chance, the sound and color are a dead give away as to who is about to do something to said victims.

General History:
Most of Peeves' history is obscured from memory, outside of recent events.
Peeves has been a nuisance at Hogwarts to those around him, mainly because of his pranks. The students, however, get even more. He tattles on the little students if they are out and about, even letting Filch catch them (mainly because it lets him have time to pull a proper prank on the man). Even Harry learned within his first year at Hogwarts it is normally best to avoid the poltergeist.
In Harry's second year, it is Peeves who sounds the alarm when Justin Finch-Fletchley and Nearly-Headless Nick are found petrified by the basilisk. He isn't obvious about how much the idea of being petrified terrified him, but he was quicker to raise that racket then most times.
It is Peeves who informs the headmaster of where the Fat Lady was seen running when she escapes the attack by Sirius Black during Harry's third year. And he somehow managed to find out who had attacked her, though he didn't bother to stop her.
It wasn't until Harry's fifth year at Hogwarts that Peeves ever showed ANY of the living students some respect. But the departure of Fred and George Weasley in their ultimate and legendary prank earned his highest respect...upon their leaving, he missed them so much that he became a nightmare of pranks for the Headmistress who drove them away. Not that he hadn't already been treating Umbridge horribly...
Other:
Peeve's real family has long since been forgotten by the memories of the living. He does however, live among a pseudo family at Hogwarts. The ghost there, though they do not recognize him as one of them, have grudgingly accepted him into their ranks enough that he is called a Hogwarts Ghost.
Out of all of these ghosts, the Bloody Baron is the closest thing Peeves has to an authority figure that he will answer to. Peeves is very careful not to upset the Bloody Baron, and actually can be quailed with the threat of such.
Professor Binns, Nearly Headless Nick, the Grey Lady and the Fat Friar all tolerate Peeves, though even they (like most at Hogwarts) tend to avoid the pranking poltergeist. Peeves is not above doing something to annoy any of these three, and he does tend to do so.
Peeves loves to taunt the moaning ghost of Myrtle, because she reacts so much to his little pranks. Even among the living it is hard to find someone who is as responsive as the young ghost is to the smallest of pranks. Among the ghosts of Hogwarts Myrtle is a favorite target of Peeves' and a close rival to Filch for choice pranks. Of course, Filch is more solid and more can be done to him...
